New dates
Regulation (EU) 2025/2650 postponed the application of Regulation (EU) 2023/1115, the EU Deforestation Regulation (EUDR), by 12 months. It now applies from 30 December 2026 to large and medium-sized operators.
For micro and small operators the date is 30 June 2027, except for products that were already covered by the former EU Timber Regulation, such as timber, which follow the December 2026 date.
The 4 May 2026 package
The European Commission published its simplification review report, which estimates a reduction of around 75% in annual compliance costs, the fifth version of the FAQs, the third edition of the guidance document and a draft delegated act adjusting the product scope. The Commission said it will not reopen the text of the regulation.
For downstream operators, the obligation to collect reference numbers has been clarified as passive, with no duty to verify upstream information.
What about FSC and PEFC certification?
Chain of custody certification can support due diligence, especially traceability and risk assessment, but it does not replace the operator’s obligations.
If your company buys or sells timber, paper or derived products, it is worth identifying your position in the chain now (operator, trader, downstream operator) and reviewing your origin and traceability records.
